Following the recent investigation by the AEC dealing with the signs for the 'Nation Building - Economic Stimulus Plan', the AEC has examined the website at to form a view whether or not it was also required to contain authorisation details under section 328A of the Commonwealth Electoral Act 1918 (Electoral Act). The requirement in the Electoral Act is not that the website has been paid for or that a domain name has been paid for. Accordingly, the AEC is not able to conclude that the website is in breach of section 328A of the Electoral Act.

The AEC has examined the signs for the 'Nation Building - Economic Stimulus Plan' and formed the view that they are in breach of the requirements of the Commonwealth Electoral Act 1918 (Electoral Act). As was indicated in the media release issued by the Special Minister of State on 3 September 2009, the AEC has advised the Government that it is of the view that the present signs include 'electoral matter' and the absence of the authorisation details on the signs gives rise to the breach of section 328 of the Electoral Act. This is because the prohibition only applies on the actual day of polling in a federal election and that placing the signs on school fences does not result in those signs being within 6 metres of the entrance to a polling booth.

It will examine how climate change affects the volume and timing of rainfall intensity and the associated changes in evaporation and evapotranspiration. It will then determine the impact of these factors on groundwater recharge and base flow. Outcomes will include recommendations on how climate change can be included in National Water Initiative-consistent groundwater management and planning processes. The project will build on the work already undertaken in the CSIRO Sustainable Yields projects and provide information on geographical areas that were not covered by the Sustainable Yields projects.

The project will progress the actions outlined in the Commission's Water Dependent Ecosystem position statement, which identified low flows as a high priority for future investment. Gauging stations are not designed to collect low-flow hydrology and there is limited understanding of ecosystem responses to changes in low-flow patterns. Management of low flows is likely to become increasingly important as climate change impacts in southern Australia. The second stage of the project will confirm project partners, implement project activities, and evaluate impact s on improving sustainable water management.
